Free government portals and cheap incumbents match keywords. That floods your inbox with junk that happens to contain the word — and silently misses the notices that matter but are phrased differently. 49 profile × notice pairs from one day's live AusTender ATM + GrantConnect RSS snapshot (8 August 2026), scored against three real business profiles.
The keyword side is a deterministic substring heuristic over title, category and description — representative of how free portal alerts and cheap incumbents match. Anything scoring 40+ counts as a 'match'.
The semantic side is the production scorer (kimi-k2.6, spec section 5 prompt, batches of ≤10, one profile per call): it reads what the notice actually is and what the business actually does.
Total LLM cost for all 49 scored pairs: under US$0.02. One day's federal snapshot; borderline scores (35–45) can jitter run-to-run, but matched-set membership was stable across two full runs.
